CULTURAL, EDUCATIONAL, HUMANITARIAN
& ECONOMIC DEVELOPMENT PROGRAMS

• PKSCA has sponsored official delegations and provided humanitarian aid to children's hospitals, orphanages and low-income families. PKSCA has fostered exchanges of students and educators, performing artists and art exhibits and has been a resource for private business, academic research, trade delegations and International Rotary ties. PKSCA is also active in technical-professional and environmental exchanges, collaborating with affiliated organizations.

CULTURAL PROGRAMS:

KHABAROVSK-PORTLAND SISTER CITY ASSOCIATION
We are in frequent communication with our Sister City counterpart in Khabarovsk. The Khabarovsk-Portland Sister City Association has recently reorganized itself with the help and leadership of Mayor Sokolov's office. Their Association Board of Directors now meet on the last Wednesday of each month, just as PKSCA does. Both Associations have agreed to exchange information each month about
activities and proposals advanced at their respective meetings.

EDUCATIONAL PROGRAMS:
Since 1988 three educational exchanges developed between Portland and Khabarovsk:

Lincoln High School and Khabarovsk School No.5 students spent a month at each other's school and lived with local families. When US government funding for this exchange expired in 1999, over 250 students had taken part.

• Undergraduate students of Russian at Lewis & Clark College exchanged terms of study with students of English of the Khabarovsk State Pedagogical Institute. This exchange, one of the first of its kind in the US, ran six years with over 100 participants.

• Since 1990, Portland State University has conducted a continuous exchange of faculty and graduate students in business with the Khabarovsk State Academy of Economics and Law. The program is funded through 2004 by a U. S. Government grant and now includes Khabarovsk State Technical University.
