• The Portland-Khabarovsk Sister City Association (PKSCA) was formed June 10, 1988 as a 501(c)(3) nonprofit organization to foster international friendship through cultural & educational exchange and to facilitate social & economic ties between the citizens of our two communities. We are a self-governing all-volunteer board operating under a city ordinance which requires us to be both financially independent of and accountable to the Mayor. All of our programs are funded by donors, not by the City of Portland.

• Our Mission: To Foster International friendship through culturla and educational exchange and to facilitate social and economic ties between the citizens of our two communities.

• PKSCA is governed by a Board of Directors of not less than ten members. The board is supported by a Resource Group to assist with selected programs and events. Honorary Directors are designated from time to time for service in achieving the PKSCA mission. PKSCA Board Members come from many walks of life - business, law, education, the arts, volunteer, nonprofit and community organizations. Service on the Board of Directors is for a three-year renewable term and is based on commitment to the PKSCA mission. Any active director may nominate or members of the community may come forth to submit a nominee for board service. A majority vote of a board quorum is required for approval. Election of the Board and Officers occurred January 25, 2004, as set forth below.

The Board of Directors regularly meets at 6:300 p.m. at Portland City Hall on the last Thursday of each month except July, August and December. Our meetings are open to the public, whether or not you are a member. You are welcome to attend any time.
